My school, Bloomsburg University of PA had deferred rush. It worked well, but it also gives women the opportunity, and time, to hear reputations and bad mouthing of sororities before they go through recruitment. I do think it is important for freshmen to orientate themselves to school before beginning pledging though. It has been successful for us, as we used to have Fall Formal Rush for Sophmores, but we switched because less women were rushing.
I think it's a good idea, but not one that NPC supports overall.
