If the group you want to bring to campus is an NPC group, you need to meet with the Greek Life advisor and the Panhellenic president and discuss your intentions. If the Panhellenic does not want to open the campus for expansion, it may be several years before you can bring this fraternity to your school.
On the other hand…if the group you want to bring is not NPC, you should still meet with the Greek Life advisor first and discuss your intentions. It may very well be that there is funding available to help you advertise your budding organization. She/he will also be able to help you communicate with the national office of your chosen fraternity and intercede with university administration on your behalf.
I think the first step would be to name your group, using a club-type name. Register yourselves with the university so that you are an 'official' campus organization. You will probably need to write up some by-laws and/or a purpose statement.
Once the registration is done, then you should start recruitment. The best way still is word-of-mouth. Introduce yourselves to people on campus that you feel would make good members. Set up an information table in the student union and run it in conjunction with some kind of service event. For example, around Halloween you could sell decorated mini pumpkins and donate the money to a charity OR sell flowers or something. When people stop by to contribute, hand them information on your organization and let them know about another, private recruitment event you are having later in the week. If they seem interested, get their name and phone number and call them a couple days before the event to personally invite/remind them to attend.
Advertise an hour long informational meeting in the paper, on campus, etc. At this meeting, give additional information about what you are trying to do (add a sorority to the campus), why you want to add a group, what is the purpose of the targeted group, etc. Make this last only about 20 minutes, max. Let the attendees know that you will be having additional get-to-know you events over the next few weeks. Spend the other 40 minutes in a low-key social activity.
You will get a feel after this for who is really interested. Hold another couple of events in the next few weeks, see who bites..make these events social or philanthropic in nature. At the last event of this type, let everyone know that you will be having an invitation-only event and that is the final step before you extend invitations for membership.
