Every chapter in the NPC has their own 'rules' for voting. Some groups require a simple majority, some require quorum and some require 100% positive votes. All should be explained to you before the final voting begins. There will be interim votes taken throughout the week in order to make up invitation lists, etc. and those votes are usually handled differently than the final votes for bid extenstion.
