I took your original question as a broad inquiry that does not necessarily delve into the private side of membership selection.
I would personally (not speaking for my sorority) want to see leadership potential, ambition yet humility, good listening skills, good speaking skills, and a general friendly demeanor. To me, that is part of "quality."
But I love what others have said above about quantity sometimes driving quality. When women see your members being active around campus, they will be interested and want to see what you have going on.
