The references "recommendations" you see often mentioned on GreekChat are from alumnae of a particular sorority written directly to the collegiate chapter on behalf on a young woman going through recruitment. The process varies by organization but it's our way of letting a college chapter know that I know Patty PNM and think she meets our standards of membership.
As a younger local, you won't have an established process for that most likely but if you have alumnae, it's basically a way for them to let you know that they want to draw your attention to particular women as prospective members.
I second the advice above about reading "I Heart Recruitment". Great book and available both in print and digitally. That company (Phired Up) also has a lot of good resources for recruitment outside the traditional party structured recruitment. A lot of those resources answer some of your specific questions... As well as questions you may not know to be asking!
