I know many NPC groups are hesitant to close chapters because extension rules make coming back in a timely manner difficult and uncertain. It sounds like the group did some crafty by-laws interpretation to revoke the group's charter and immediately establish a colony at that university. Whether or not that would have actually been kosher from the standpoint of the university and the NPC is debatable. I would guess this is a university that it would be very desirable to have a chapter at?
