Local sorority looking to get back on campus

My sorority lost its phi sigma sigma charter over ten years ago and has been operating locally ever since. Although my sorority has made numerous attempts to get back on campus, the Greek adviser at my university has shut us down each time. She has made it so difficult for off-campus universities that she has even started paying freshmen to pledge off campus to see if anyone is hazing. She also has told us that we cannot just be recognized by the university with the members we have and that we would all have to join an already established on-campus greek organization, can anyone offer any help?? thanks!
