The problem in this case is that she has a previous college GPA that is too low from that one summer class. Some would have to count her as having a college GPA - but too low to initiate. So panhellenic let her go through recruitment, but some chapters might be wary of giving her a bid. Its one more reason the system often favors freshmen.
