If you do a search you can find lots of information about why universities should support Greek life (in short - money). Find it and be ready when you are talking with the school administration. With your location, you're likely not going to be housed. Is that the problem you've encountered in the past? Make sure you know exactly why it hasn't been successful in the past, and be realistic about what has changed to make it an option now versus then. If the school says there's not enough interest, can you show them a list of 100 women who ARE interested? If they want to avoid risk management issues, how can you assure them that won't be a problem with your group?

I don't know anything about your school. Is it primarily a commuter campus? Are there dorms? Is your student population primarily 18-22 or older? Are there enough girls to draw from to make a chapter? Start by figuring out your demographic and then find a school with a similar one and see what they have going on.

And definitely reach out to the Charlotte Panhellenic for guidance. They may be able to tell you point blank what the problem is. If you don't have their support, it's not happening. But if they are on board, they may be able to open a lot of doors for you.
