Undergraduate chapters- No Zeta's on campus

I have a question for the ladies of Zeta Phi Beta Sorortity Incorporated. I attend a University and there aren't any active Zeta's on campus. I am interested in joining but I do not know what my next step should be. Any help? I have also heard rumors that they weren't on campus because the Head of the Panhellenic councel does not like them and he is a Sigma.
