Campus Panhell violating the NPC unanimous agreements?

I was hoping to get some advice from the more experienced people here. I and several other members of my chapter believe that our campus panhell has passed a bylaw concerning recruitment that violates at least one of the NPC unanimous agreements. Our Panhell execs do not think it violates the agreement and our recruitment date is rapidly approaching. Is there someone at NPC who we can contact about the situation, such as a regional adviser?
