Chartering size minimum fixed?

For Alpha Phi Omega, all chartering (and rechartering) groups *must* have at least 15 people *regardless* of the size of the school. However, during the 1950s, the minimum size of the chartering group was based on the number of men enrolled. (We're non housed, so we don't have to worry about having enough people to handle a house)

In addition, I saw from an article on the TKE board here where the average size of the fraternities on campus apparently should affect the number need to get approval to charter.

What rules govern the minimum size of the group to charter a chapter for your fraternity or sorority?
