There are some organizations whose chapters do not automatically accept transfers.

There are also some chapters (typically large ones) of some fraternties/sororities who do not take transfer affiliates at all because their chapter is one that has alot of people trying to transfer in and they don't have room (I remember hearing this about some chapters at UF).

We had a girl in our house try to transfer to UF and it didnt work for some reason, but she still transfered to UF.
