From the OSU website:

Informal Recruitment: During fall quarter, transfer students or second year and above students, can go through a much more informal process of recruitment. During the first few weeks of these quarters, chapters hold informal recruitment events that anyone and everyone can attend. They are usually very laid back and allow the PNM to decide for herself when and where she wants to go. Check the calendar during the first few weeks of fall and spring quarter for a list of chapters’ events!

I'm assuming it's like you described, you attend events for the chapters you are interested in. If they are interested in you, they'll extend you a bid.
