pref night question

I was thinking of buying this dress for pref night. I wanted to check and see what you guys thought because I am not getting paid again until after recruitment and can only afford one dress, so if for some reason I figure out later that it isn't "the one" I will have to wear it anyway! I have heard not to wear black because that is what sorority members will be wearing, but I have also heard that it is the norm for pnms too, yet of course I want to "stand out". Anyway, I do not have the cleavage or the long legs that the model in the photo has (the dress falls about 2 or 3 inches above my knee). I want to know if you guys think this is cute and formal enough for pref. My school's web site says to wear "something appropriate for a wedding or tea, but nothing glittery or shiny".



I am really nervous, thanks anybody who can help!
