In 1999 NPC passed a new rule. If a chapter closes (that is, because the sorority closes it, not because the school revokes its recognition for something bad), that National can recolonize within one year without the school having any say in the matter. But once that year is up, that sorority is like any other, and Panhel has to vote on it, etc.
