Iowa and LSU both will both do this, if the sorority wants to use it. I think there are several others as well. At the point where our chapter at LSU had been on the University billing system for about 3 years, they had collected everything they had billed except $1000 from one woman who dropped out of school. She'll have to pay that if she wants to re-enroll or get her transcript. They also withhold registration and your degree if you haven't paid in full. The only drawback is that you have to keep enough money in the chapter account from the previous year to make it about 2 months into the school year as you don't get your money as quickly on the start up but you get a lot more of it at one time when LSU pays the chapter. And I think they charge 1% or maybe 2% to do this which can be recouped by adding that much to dues. However, your collection rate is so much higher - little or no bad debts each year to account for in the budget. It's really worked great for LSU.
