Sorry to insult one of your sisters, but I'd be embarrassed if one of my sisters dressed like that. Yes she has a great body, thank God for that, because it would have looked terrible on someone with anything less, and I know that may be the look at UCSB, but really, what is she telling the world when she goes out like that, identifying her chapter no less?
ETA: If the picture was indeed from a pool/beach event, then that explains a lot! Attire like that is fine for covering up a bathing suit. If this is from a normal party, I think 33girl's assessment is pretty accurate:
