Have you considered doing a "trial run" with something like a Water Bra? Those things are damn amazing.
I'm a 36C, but even I have trouble buying shirts sometimes. Those cute button-down rugby shirts that were in style this year pull terribly on me at the buttons. It leaves you 2 choices, leave it unbuttoned fairly low (thus giving a view) or leave it buttoned to where you are comfortable and have the buttons pull and give a "peek-a-boo" view.
There are good sides and bad sides to both ends of the spectrum. I wouldn't put my body under the knife for something that can be achieved with some Victoria's Secret magic.
