We sometimes have issues like that as well. Try tackling the issue direclty--are sisters missing out because of work, school, or other olbigations?
To make business meetings more fun, our chapter is trying to incorporate more sisterhood by adding the sister "hot seat" where one of our sisters gets asked any questions by the chapter for one straight minute. We use a Skippy the Panda Jar also, where our VPAD passes around a panda-shaped jar and any sister who has skipped class has to put in change or a dollar (don't worry, there's not too much money in there). Then we use that money to buy cookies or cupcakes for the next meeting. Maybe using a point system would help with recognition for dedicated sisters at formals or banquets. If sisters are missing out because they're unhappy, a "roses and thorns" session is good for everyone to vent about what they would like to see change.
