Local Chapter President Needing Help

Hey whats up everyone. If you read the title line I'm a president of a local fraternity chapter in the bay area. We've gone through some tough times lately with members quitting, graduating and other various reasons. This has hurt bad. Our last rush class drew one member who has now become a liability(he badgers potential pledges into pissing them off), now everyone, aside from myself, is looking as this is the end. They(other brothers) are now buying into rumors and campus perception and not believing in the fraternity anymore. We've been around for 11 yrs and it should be put up or shut up, but it seems everyone wants to pack it in at the end of the semester. And I have also resorted to almost weekly speeches that seem like I were more of a football coach. I don't know what to do anymore and just wanted a place to vent for my peers and want to know what anyone else would do in my situation. Any and all help would be great to get these guys to buy into a greater cause.
