Can you distribute flyers in the dorms, like through the university housing office? Also postcards, sent to student mailboxes, are becoming a popular form of OPhiA advertising
If you or someone you have access to has some web skills, put up a basic website with some info about what you're trying to do at NCSU, what the national org is about and what the local org would theoretically look like, and make sure that URL is included in all your publicity materials. A lot of people are probably going to want more information before they are going to want to contact you directly, and the Internet is an easy way for people to get that.
