My mom taught me from the get go to always wear business attire to apply for a job or go to an interview. My first job in high school was at a dry cleaner as a counter girl. They told me after I'd been there for a while that they hired me because I had worn a skirt to ask for the application. When they were hiring, they would have me accept applications and write on the back of the app what the person was wearing and how their grooming was. They wanted people to look good when interfacing with the customers. After all, their business was cleaning and pressing clothes. If you were all rumpled, stained, or unkempt, it would reflect on their business.
For my current job I was told, after the fact, that they were impressed that I wore a suit and that I simply interviewed well (was at ease with everybody and easy to talk with).
A lot of people who apply for a job will be qualified for the job. Not everybody will be easy to get along with and present themselves well.
I wish people at my work would actually follow the dress code though.
