If working for an escort service was proof that someone was a prostitute, then why don't the police and DA's go after all of them and shut them down?

Off the top of my head here are several reasons:
1) Catching a killer is more important than catching prostitutes
2) Street walkers and whore houses present a problem because they are clustered and attract other forms of crime. Escorts do out calls and aren't centralized like that.
3) Escort services do have caller id and often only deal with certain clients.
4) There are rules against entrapment and escort agencies know how to use them so they will say the money is for the company and the sex just happens because the girls wants it to happen
5) Cops like prostitutes too.
