IFC Philanthropy... Help please!

I am trying to get elected to IFC philanthropy chair because the current one just quit. The IFC at my school is really unfair, it is run by the same houses every year who just put stuff in place to benefit themselves. I really want to get elected but to do so I have to ace the application. If y'all could give me some ideas on these questions I would really appreciate it.

1. What do you feel is the most significant role the Inter-fraternity Council must play for the following year, to ensure a thriving Greek Community?

2. How can the IFC as a whole effectively work with the University, City, alumni, and current Greeks to promote a fun and safe Recruitment Week?

If your IFC or governing body put together any really good programs for philanthropy I would love to hear those also.
