It comes down to a lot of factors, but on a lot of campuses, you get what you pay for. A lot of the best advisors, who stay in the profession and develop expertise move to other Greek Life positions at bigger schools that pay more money. The majority of Greek Life positions are held by people fresh out of grad school. If universities don't compensate well, provide funding for programming and development of the Greek community and other resources (office space, support staff, etc.) then it winds up being a constant revolving door.
