If he likes you, he is the kind of guy that has developed a real flirty personality, but has trouble closing the deal.
Either because he is actually a little shy, lack of practice, fear of rejection or developed what he views asa non-threatening way to show his regard.
So basically he has gone 90 percent of the way towards you and you need to close the last 10 percent. Which is just setting up something outside of work. An after work drink is probably your best plan.
