All criminal law in Canada is federal jurisdiction, there is no provincial criminal law (only what is termed as "quasi-criminal"). The criminal code of Canada covers the entire country, and department of corrections, the federal ministry in charge of prisoners makes the determination as to where prisoners are incarcerated.
