There's much more of a heroin problem in the area in general (west/central PA)than there used to be. A lot of people got hooked on Oxycontin because their grandpa the former coal miner was taking it, and when Oxy got harder to get, they turned to heroin. Bizarre, I know, but that's what's happening.
Plus, people (at least when they start using) aren't shooting it...it's purer than it used to be and they're snorting it, which makes it more accessible.
