Listen, this isn't like doing business in India with lots of red tape. The rules are different from school to school, and from fraternity to fraternity.
Fraternity/School decides how long to do rush or they don't.
Fraternity decides if it wants to cap how many bids it gives out. I don't know if schools have ever put caps on fraternity rush, but I guess they may somewhere.
Up until the date and rush number caps, all you have to do is bid. If there is no number cap, then fine. If the date is shorter, longer, not there, whatever, then fine.
Example:
Your chapter decides to rush for 2 weeks. They decide to just meet guys and bid them if they like them. So they bid 3 guys a night for 2 weeks. On the final day, they have a bid ceremony or whatnot where all the guys with bids show up and the chapter is there to celebrate the transition to pledge from rush.
While the rules may be different from school to school, generally this is called a rolling system. A lot of schools use the same terminology to refer to the way they accept new students as well.
