i think they decided to go with Outrageous as the next single as opposed to Boom Boom b/c Outrageous is all Britney - not a compilation like Boom Boom is with the Ying Yang Twins or Me Against the Music is with Madonna.
I think they wanted something that's just her, and not her and someone else. I wish it was toxic
