NPC used to allow pref to be 3 chapters where campuses had over 16 chapters.
I believe the guidelines are now :
1 - all chapters
2 - 12 chapters
3 - 7 chapters
4 - 2 chapters
But, Indiana has never followed NPC guidelines.
