While I was in college in the 2000s, Greek Affairs adjusted total each year during recruitment and then Greek Affairs determined what each chapter's quota would be based on how many new members it would take a chapter to reach total. Every effort was made to place all PNMs who made it to Pref and 'played fair'. How they did this, I have no idea. Bid matching was still done by hand at that time, so that probably helped them out.
I do not know exactly how quota is determined anymore. Nebraska did switch to a no frills rush in the last few years which made some really big changes. Maybe they changed quota to work like pretty much every other campus. The 2 pledges classes reported in here are very similar in size which would support that idea.
