my only piece of advise is that you'll never know unless you ask. you should be able to call you HQ to see if you are on some sort of suspended status with them for being behind on money (the chapter could have reported it HQ or attempted to take disciplinary action against you based on the owed $$).
it is possible you are not on great terms with the chapter because of the money, but one would hope they could acknowledge you are trying to pay them back and did contribute to the fraternity while you were there.
