I tend to need to use a tissue a lot, too, but I carry a plastic bag in my purse to dispose of them. I also use Purell (the antiseptic hand cleaner that doesn't need water) by the gallon, and quite possibly, the only person on GC with masks in my purse!
ETA: People who spit in public should be shot on site. In fact, I think there should be a bounty put on them!
