Check first with the Office of Greek Life at UT-Martin. It may be that UTM's IFC might have rules that state that chapters may not rush before a certain date. In other words, no summer rush. Or that all rush activities must take place on campus or at a designated and approved location. Also, as a colony you may have certain restrictions that the other IFC chapters do not. I believe one of them is that you are not allowed to rush until *after* formal rush. This may fall under that.
And if y'all are allowed to participate in any campus wide "Meet the Greeks" type of event, during the summer or in the fall, be sure to do that. At the time, let potential new members know - and understand - that Sigma Chi *will* be having rush after formal.
Of course check with HQ about this as well. I'm not aware of any, but there may be Fraternity restrictions as well.
Now having gotten all of the more technical suggestions out of the way, to answer the intent of your question - holding a regional rush party - the answerer is yes. Sort of.
I'm not sure if this still goes on, but "back in the day" there were usually unofficial and unaffiliated summer parties usually held near water. Either around the Lakes, LBL or some of the lakes further up in Kentucky. Sigs in the area - usually from Murray State, Western Kentucky, UK and even Vandy - would attend. Usually a "big party" was held around Founders Day in late June or often on the 4th of July. (Note: Since school was out for the summer, not all chapters would have a Founders Day event.)
In any case, the idea was that it wasn't a rush event for any one school, but just a bunch of Sigs getting together. It was usually open in that friends, girl friends, and sometimes even family members attended.
So while not an official rush event for any chapter or chapters, it helped with recruitment because potential new members - regardless of the campus they were attending - would see the overall brotherhood of the Fraternity. And often, when they got to their respected campuses, they already had met some of that chapter's members and hopefully had a good impression of the them.
Not sure if that made sense, so here is an example.
There might be a Sig from Clarksville that attends Vanderbilt. He might come to the event and bring some buddies of his from Clarksville who are going to attend APSU, UT-Martin and Western Kentucky. So while he wouldn't be recruiting for the Vandy chapter, he would be for the chapters at the other schools. Hope that make sense.
Again, this was at a time when rush/recruitment was a lot different. What I have described might now be considered a violation by a particular campus, so be sure to check it out with your campus and HQ. And if any other chapter is going to "participate" then be sure they check with *their* Greek Life office as well.
