I could not find anything written in the Code of Regulations or the Constitution that dictactes whether or not the votes are private. Maybe I didn't look hard enough, but I didn't find anything.
However, maybe there is something in your Standing Rules that suggests that votes are private?
That said, the Secretary is in charge of collecting and tallying written votes (sometimes with the advisor or CCD). If the chapter does not trust the Secretary and advisor to do their job honestly, then you all have a problem.
If there was an election shocker in your chapter, you all need to sit down and talk about it. Usually, it's just hurt feelings that trigger debate on whether or not the tallying was incorrect...be sure to figure out whether it's that, or something bigger before anyone is accused to being dishonest about vote tallying.
