No, what I'm saying is that a President can propose all the new initiatives he wants, but because of the way this beautiful system of ours works, he can't implement them without the blessing of Congress. And many, many Members of Congress will attempt to suck up to whichever President is in office by trying to get him to adopt ideas they have already come up with.
That's how things work. Sure, Bush has ideas on his own. But you can't propose a tax cut without getting it through Congress. He can only sign what he gets sent from the Hill.
Frankly, the flaming liberal that I am, if I had to chose between having a Democratic Congress, or a Dem President, I'd chose the Dem Congress. And honestly, I'd rather have a Dem Congress with a Repub Pres. More checks in the system that way.
