Different states have different laws... But, in Oklahoma all records are open (let me see if I can remember all of the exceptions) unless they deal with a minor child, grades or academic records, closed meetings of the state legislature, executive session of a public body which must be posted on the agenda 48 hours in advance and can only be used to discuss personel information, hiring and firing (things of that nature).. oh and there are a few others.
