Greek Chat Web site

Can someone please help me understand why this site seems to be down a lot?

Is it a server issue? A bad webmaster? What? Where does this Web site reside and how does it stay afloat with no advertisers?

I come on this site often and it 7 times out of 10 doesn't work and it's so frustrating!
