Fee Refunds

Hi, I am Alessandro and new to this forum. Please let me know if this question is out of line. My best friend started intake in a NPHC Fraternity. About a week into the process, his mother suffered a massive heart attack. He ended up having to leave school, so he dropped out of the process. He paid over $1000 for fees and things before he started the process. He recently contacted them about getting his money back, and he was told that it was non-refundable. Obviously he was upset by this, and asked what they were going to do with the money. He was informed that it would be looked at as a "charitable donation." Is this a common practice to keep the money even if someone does not complete the process?

While I can't speak on what other organizations do, or even other chapters of my own organization, if the same situation happened to me and I didn't get the majority of the money back, there would most certainly be a misunderstanding.
