Our IFC Scholarship Chairman made sure to actively post grades in all of the Recruitment materials the IFC sent out to the parents and incoming Freshmen. He also posted each Fraternity in order from highest GPA to lowest online. It definitely lit a fire under the organizations who were doing poorly.
A little bit of carrot and stick goes a long way with these things (Punishing groups that do poorly and rewarding groups that do well), but don't forget that some small symbolic things sometimes can completely change the way people respect scholarship. Letting the VP Scholarship report first during a Pan-Hellenic meeting (yep, even before the President), having the Chapter with the highest GPA perform the opening ceremony for Greek Week, and having the Dean of Students write a congratulations letter to all of the Greek Organizations with a GPA above the University average all seemed to really re-frame the way people thought about Scholarship at my school.
