Because they had one in Baltimore that I missed, or surprised that of all the ones I did find that they never went to Baltimore?

I guess anytime that coming to Baltimore made sense geographically (in that previous recent conclaves have been outside the midatlantic) that going to DC made more sense in that brothers want to be in a place where they can visit Alpha chapter and Howard U.
OTOH, I would guess that the Iota's have more Conclaves (or whatever they call them) in Baltimore than in Washington for the same reason.

Take a look now, I added in the Conclaves from the appendix of the History book that was done for the 50th anniversary. I also added in Grand Basilei on the main Omega Psi Phi article.
