my only piece of advise is that you'll never know unless you ask. you should be able to call you HQ to see if you are on some sort of suspended status with them for being behind on money (the chapter could have reported it HQ or attempted to take disciplinary action against you based on the owed $$).

it is possible you are not on great terms with the chapter because of the money, but one would hope they could acknowledge you are trying to pay them back and did contribute to the fraternity while you were there.

You're going to need to talk directly to your chapter; I doubt anyone here can really help.

I also will throw out this unsolicited advice: I think that your elaborate system shifting around money that's really for one purpose and using it for a different purpose is a bad strategy long term.

I'm not sure if when you refer to your financial aid, you are talking about grants or loan, but I seriously doubt that you want to be spending the money that you need for classes on expenses other than tuition.

You need to sit down with the financial people from your chapter and figure this out so that you don't end up far in debt AND in bad standing with the chapter.
