I'm not familiar with ICS, but it sounds like it might only be useful for a very structured and very formal type of rush. You noted in the Recruitment Forum that IFC rush works well at your campus as it is, so I can't see any advantage to using ICS for your campus.
Now many IFCs do use some sort of an on-line registration for IFC rush. At The University of Kentucky (UK), it is free. And rushees are not required to sign up before rush if they don't want to. The main push for signup is before "formal" rush in the fall which can serve two basic purposes. To get information about potential rushees to the chapters (postal address, email address, GPA, high school, legacy status etc.), and to get information regarding the chapters to the rushees. (dues, fees, costs, GPA requirements, etc.). Outside of that, it doesn't track the rushees or provide most (guess here) of the services of ICS.
We didn't have an on-line signup when I was at UK, but my understanding is that this works well at UK. It is free and it allows those students interested in rush to learn more about all the chapters. It also allows all the chapters general information on the rushees. "Formal" rush is still conducted as before. Rushees don't have to sign up for rush and may attend as many open parties/events as they want during rush week. Some chapters may have invitational only events at the end of the week if they want. Bids may not be extended or accepted before the Thursday of rush week. And if a chapter is still wanting to fill out their pledge class, they do have a list to refer to with much of the basic information.
