would it be o.k if someone who wants to be in zeta phi beta to send a letter of intrest to the headquarters, if so, what would happen next?

No. They will refer your interest to the local grad or undergrad chapter in your area, so your best bet is to get to know the chapters in your area and persue membership through them.
