Photoshop Elements is pretty common. It's not free, but it's a lot cheaper than buying the full version. I think you can also get little $30 programs at Best Buy or something that make photos more web friendly.
I don't know about freeware for photo editing. I'm always kind of leary about getting "freeware" like that due to spyware and stuff.
However, if you are using a digital camera, I would think that the camera would have come with some sort of software to edit the photos. Scanners sometimes have something like that as well.

If you're talking about a specific page that has alot of pictures, you should do it as thumbnails. There's a tutorial at http://www.htmlgoodies.com/tutorials...le.php/3480031 that I used for the pictures on our chapters site.
Be sure to resize your photos in photo editing program (like Photoshop elements) and NOT by using the "image size" (or whatever) tool in your web site designer program.
