You just described a couple of UGA chapters to a "T"! That's why Panhellenic made changes to this year's Rush. I don't think it stopped the dirty rushing though because there were several rush infractions that were meted out over the weekend to a variety of chapters. It's sad that some folks just can't seem to play by the rules... dirty rushing hurts the entire Greek system,
and it tears down good PR between the NPC organizations on campus as well.
