The pop-up commentary said he was in a harness attached to the kite. Some of the comments below the video are brutal! (I know it's mean, but the one that reads like an ad for a "slightly used" kite made me LOL)

Yes, I've seen them do that (I'm in San Francisco) but we're talking the difference between strong winds and hurricane gale force winds. Big difference.

There's also a difference between surfing and kite boarding. My son went surfing in Florida yesterday and is going again today. Many surfers go out before the hurricane comes (not during it) because the waves are better.
Kite boarding during a tropical storm/hurricane is not a bright idea.
