Let me see if I have this straight: - You attend a school -- U of H Downtown campus
- U of H has a chapter of DST (possibly Rho Psi or Zeta Sigma)
- Yet you want to bring another chapter of DST to the same school where there is already a chapter
Is that correct? 
Have you ever applied to the existing chapter for membership (if a rush has been held)? You cannot start a line nor a chapter.
